I don't think it's a sewage outlet. It might be to drain water from the bridge, though: you can see more of them in the picture above it, between the arches. And, yes, the little chap was really there.

According to the commentary on "Le petit train touristique" they are to reduce the pressure on the bridge in times of flood by allowing water to flow through. I think the commentary said this was the 9th bridge on that site, the others had been washed away. It might not be the 9th but a lot of alcohol passed during our 4 days.

The commentary also spent about 2 minutes talking about Toulouse Rugby club!

The funny thing is, being very much a creature of habit, I find myself getting very nervous on the lead-up to these trips – second-guessing myself, do I really want to go? All that stuff. Then, when I'm there, it's the best time ever. I love being in France, but spending time with your best friends makes it so special.
