My understanding is that it replaces the England match fees with a guaranteed sum. I'd guess Tom was already getting his salary from us plus c.10 lots of £20,000 (depending on injury/bans). Maybe it can be used for existing contracts if it's literally just a cash payment - so rather than us paying £300k to Ford next year we pay him £150k and the RFU chuck in the rest, no change to his contract just the financial aspect?
